Niedoszacowanie kwoty udziału budżetu państwa w finansowaniu wydatków oświatowych jednostek samorządu terytorialnego w Polsce

Abstract

Celem artykułu jest prezentacja zasad finansowania zadań oświatowych przez jednostki samorządu terytorialnego i analiza udziału w procesie finansowania zadań oświatowych, środków przekazywanych z budżetu państwa w postaci części oświatowej subwencji ogólnej. Celem tekstu jest także zbadanie stopnia pokrycia wydatków oświatowych w jednostkach samorządu terytorialnego przez pozyskane przez te jednostki transfery z budżetu państwa. Realizacja przedstawionych założeń obejmuje część teoretyczną i empiryczną. W części teoretycznej przedstawiono oświatę jako dobro publiczne oraz zasady finansowania zadań oświatowych w aktualnym stanie prawnym ze szczególnym uwzględnieniem części oświatowej subwencji ogólnej. Część empiryczna zawiera analizę udziału dochodów z tytułu części oświatowej subwencji ogólnej w poszczególnych jednostkach samorządu terytorialnego. Pokazano także lukę pomiędzy wydatkami jednostek samorządowych na zadania oświatowe a dochodami pozyskanymi na ten cel z budżetu państwa.

The purpose of this article is to present the principles of financing educational tasks by local government units and to analyze the share in the process of financing educational tasks of funds transferred from the state budget in the form of the educational part of the general subsidy. The aim of the article is also to examine the degree of coverage of educational expenditure in local government units by transfers from the state budget obtained by these units. The implementation of the presented assumptions includes the theoretical and empirical part. The theoretical part presents education as a public good and the principles of financing educational tasks in the current legal status, with particular emphasis on the educational part of the general subsidy. The empirical part includes an analysis of the share of income from the education part of the general subsidy in individual local government units. This part also shows the gap between the expenditure of local government units on educational tasks and the revenues obtained for this purpose from the state budget.
